Blizzard also implemented a hand me down item as well. You can buy it with tokens but you can hand it off to your younger toons and as they level up, the stats scale, so you can give it to a level 12 toon, but as they level up, the item's stats will improve. This eliminates the need to get blues and other gear out of lower level dungeons.

Those are the Heritage items, which I mentioned. Exactly my point and thank you very much in clarifying how they work.
