I know you havent worked the AH on the horde side for a while, but is it the same over there? When you look at server stats, I believe the server we both play on has an average population. However, what that stats fails to report is that the distribution of ally vs horde is a bit skewed. So could it be that things on the ally side are much cheaper than on horde side because of the large population difference? If so, cross faction transfers might be good to look into...
Regarding the achievements, yes it is an absolute drag to get into a group. People want to see achievements, want to see epics, or use a gear score from external sites which only takes certain aspects into account without looking at the player, or the way the gear is combined. Take me for example, I've been in 10man Naxx one time, got most of the achievements but during that run had to use the tactic of "just follow what the other guys do" just because the other guys had run the instance many times before and didnt have/want to take time to go over the tactics. So in other words, looking at my gear, its ok-ish, looking at my achievements, yup, got the 10man naxx achievements, does that make me a better player than a first time naxx-er? Nope...So what does it actually say? Thats right, absolutely nothing!
The run I talk about here was organised from the raiding coalition my guild is in and was an Alt run. I fear that is one of the only ways of getting into a raid more easy. Guilds or coalitions doing farm runs, who are willing to take fellow 'newb' guildies.
However, that offcourse is only for the farm raids (as I cannot go on the regular raids since my agenda isnt stable enough to have fixed days to raid). The same happened in TBC when Kara got on farm. Then I got the opportunity to go on casual raids there and get some 'raidtime' . But that does mean that I never got to go to for instance the Black Temple...a shame if you ask me. I guess the same will happen in WotLK. Naxx will become available, but Ulduar, or even the future final raiding instance in Icecrown most likely won't be.

I'm too lazy to run cross-faction AH things, even if they looked promising... but then again, I don't know the Horde AH currently at all... don't even remember when I've logged in with my horde toons... Bloody shame, because I still have more 'played' on my horde than my ally toons together.
That example you mentioned about the achievements and gear being some sort of merit in PUG's just proves my point: they tell nothing and may even discourage a potential raid player from even trying to get into the raiding. Not all have the courage or capabilities to apply for even a casual raiding guild, and newcomers most certainly won't even know where to look for the information. Remember the *LOOKING FOR GUILD* issue I wrote about sometime ago? It's still persisting and is telling me that there are players out there who don't have contacts and don't have a clear idea of the way they want to -or can- play.
Now that the Badge change is coming we will most certainly see more epics on sale. What that will cause, is beyond me.
